
WOG concludes creative pitch with 66 agencies making the cut

The Ministry of Communications and Information's (MCI) whole of government creative pitch has resulted in 66 agencies making the cut and ending up on the roster. This is down from the 141 agencies that entered the pitch process in mid last year.
According to an earlier article on MARKETING-INTERACTIVE, MCI was seeking to appoint a panel of an estimated 80 contractors for the whole of government in Singapore. Prominent agencies that have made the cut include Edelman Singapore, Grey Group, DSTNCT, Germs Digital, BLKJ Havas, Waggener Edstrom, McCann Worldgroup, Ogilvy, Accenture, PICO, The GOVT, Formul8, TSLA, APRW, So Drama! Entertainment amongst others.
This will be under its “master contract panel” to carry out the services under the whole of government (WOG) period contract and framework agreement for creative services, MARKETING-INTERACTIVE earlier reported. The master contract will be made available to all government ministries, statutory boards, departments or Organs of State, the National University of Singapore, and Nanyang Technological University of Singapore.

The contract is for a period of 36 months, with the option of extension for one or more periods up to a maximum of 24 months.
Interestingly, firms such as DDB, Dentsu, Havas, Zeno and Mediacorp did not make the cut. Previously, the MCI appointed 108 agencies to its creative roster a year after the tender was published. The contract period was for a year, with the option of extending up to two years. More than 160 agencies participated in the last round.
The last round of appointments however also faced a fair bit of scrutiny after the Singapore’s Auditor-General’s Office (AGO) found lapses in the procurement and contract management of five of the 108 tenderers that MCI appointed in 2022. The lapses included inadequate evaluations of the tender; it said in its annual report for the financial year 2022/23.
In its report, AGO noted that the WOG PCFA on creative services for communications campaigns for MCI commenced in October 2018 and ended in April 2022.
Following the expiry of the WOG PCFA, a second WOG PCFA was established in April 2022 with a total of 108 tenderers appointed to the panel. The second WOG PCFA was approved at a procurement value of $300 million, it said in its report.
