HK and MY ink deals to drive cross-border investment

The Hong Kong General Chamber of Commerce (HKGCC) and the National Chamber of Commerce and Industry of Malaysia (NCCIM) have inked deal to deepen trade, technical, and economic cooperation between Hong Kong and Malaysia.

The Memorandum of Understanding was signed in Kuala Lumpur, Malaysia, during a high-level Hong Kong business delegation led by Hong Kong's secretary for commerce and economic development, Algernon Yau.

Under the new agreement, HKGCC and NCCIM will leverage their expansive networks to drive cross-border business and sustainable economic growth. To achieve this, the chambers commit to exchanging market intelligence, promoting mutual investment landscapes, organising joint commercial programs, and conducting reciprocal visits to strengthen institutional ties and unlock new opportunities for their members.

Patrick Yeung, CEO of HKGCC, said, “Malaysia is a vital economic partner for Hong Kong and a cornerstone of the dynamic ASEAN market. The signing of this MoU in Kuala Lumpur marks a significant milestone in our bilateral relationship."

"By formalising our deep-rooted cooperation with NCCIM alongside the ‘Think business, Think Hong Kong’ initiative, we are actively unlocking new avenues for our members to explore cross-border investment, share critical market intelligence, and build lasting business relationships. As Hong Kong continues to serve as an international bridge, this partnership will ensure our business communities thrive together in the years ahead."

The MoU represents a shared vision between Hong Kong’s most established and largest business organisation and Malaysia’s apex private sector body, establishing a powerful platform to help both chambers achieve their common but independent goals in the global marketplace.

Simultaneously, Invest Hong Kong (InvestHK) signed a separate MoU with the Malaysian Investment Development Authority (MIDA) to deepen direct investment cooperation.

Director-general of investment promotion Alpha Lau described the trip as a major success in helping Mainland enterprises leverage Hong Kong to expand into Malaysia and the Association of Southeast Asian Nations (ASEAN) market. She noted that the delegation attended the Hong Kong Trade Development Council’s “Think business, think Hong Kong” event to meet local business leaders.

“Malaysia being a very key economy within the ASEAN region, we arranged for them to meet not only the government agencies, but also to meet potential key partners. More ASEAN companies are now also using Hong Kong as a platform to expand further into the Greater Bay Area, or the Chinese Mainland as a whole, and some of them even use Hong Kong to further develop their business in the rest of the world,” she added.

During the Kuala Lumpur visit, the delegation toured Ant International to explore digital solutions empowering local small and medium-sized enterprises, exchanging views on cross-border partnerships with Gary Liu, senior vice president and CEO of Antom. The group also met with Kwek Leng San, Group President of Hong Leong Manufacturing Group—one of Malaysia’s largest diversified conglomerates—to discuss regional market strategies.

To conclude the mission, Yau will attend an MoU signing ceremony between the competition commissions of Hong Kong and Malaysia before returning home.
